Spaulding
is a voluntary, not-for-profit agency with a primary focus of providing
residential and family support services to persons with developmental
disabilities. Its governing body is a volunteer Board of Directors which
includes broad representation of the community. A majority of the board members
are relatives of a person with a developmental disability.
Spaulding
P.R.A.Y. (Parents of Retarded Adults and Youth) Residence Corporation began as
a group of families seeking residential services for their children. This group
of families incorporated in 1982 as Spaulding P.R.A.Y. Residence Corporation.
The agency works with other service providers, governmental agencies and
consumers in the identification of needs and in the development of a
comprehensive continuum of services in

services which Spaulding provides are to residents of
Spaulding funds programs through individual benefits; the NYS Office of Mental Retardation and Developmental Disabilities; Medicaid and in-kind donations. Additionally Spaulding benefits from membership and fundraising drives to assist in supporting our services.

| 1988 | Lancaster Avenue duplex in the University area opened serving four individuals in each apartment |
| 1990 | Comprehensive Family Support Demonstration Project began. The two year grant project was developed to work with ten families with a developmentally disabled child living at home |
| 1990 | South Avenue Guest House opened providing planned respite to 50 families |
| 1991 | Spaulding began collaboration at a Rill home serving a technologically dependent young girl in her own family home. Supports were broughtinto the home |
| 1992 | Chapel Street Fayetteville two one person supported apartments opened. |
| 1992 | Assisted one individual in moving to independent living |
| 1992 | Began providing Comprehensive Medicaid Case Management services to individuals residing at home or in a Family Care setting |
| 1993 | Began providing Home and Community Based Waiver Case Management and Residential Habilitation to individuals enrolled in the waiver and who have chosen Spaulding to provide their services. |
| 1995 | Assisted two men in obtaining their own apartment with supports provided as needed. |
| 1995 | Assisted eight individuals to move into three IRA’s (Individualized Residential Alternative) at Joslyn Court in the valley. |
| 1997 | De-certified two supportive apartments transferring services to Residential Habilitation at Home. |
| 1998 | Began operating four IRA’s providing services to seven individuals at Valentine apartments. |
| 2000 | Began operating a two-person IRA owned by a trust established for the two individuals residing in the home. |
| 2001 | Three certified Community Residences were converted to IRA’s. |
| 2006 | In 2006 two individuals moved from their 2-person supervised IRA’s into their own 1-person supportive IRA’s, allowing 2 new individuals to receive residential services. |
| 2007 | Spaulding celebrates 25th anniversary |
| 2007 | In April 2007 Spaulding began operation of CrystalHouse Free Standing Respite Center located on East Beard Ave. Syracuse |
| 2007 | In June of 2007 Spaulding assisted in the conversion of a 1 person ISE (Individual Service Environment) to a 1 person supportive IRA |
| 2007 | Spaulding presently provides Residential Habilitation Services to 37 individuals living in 12 IRA’s, provided Free Standing Respite services to 68 families at the Guest House and Crystal House, provided 112 individuals with Medicaid Service Coordination services, provided Residential Habilitation At Home services to 16 individuals living with their families or in their own home, provided ISS (Individual Support Services) funding to 18 individuals allowing them financial support to continue living independently in their community, and continued to provide direct family reimbursement support to eligible individuals receiving our Medicaid Service Coordination services. |
